Add the new loan types for ILS, 8 - week and 10 - week.

Loan types added:

* ILL LOAN 8 Weeks
* ILL LOAN 10 Weeks

Loan policy added:

* 8 week - non-renewable
* 10 week - non-renewable

Circ Rules updated.

Recalls on 4-Week-Non Renewable loans where made due the same day

Added 14-days "Recall return interval" to the loan policy, 4 week - non-renewable

Updated the Staff slips to remove some space between the item information and the patron information. Removed the space between the patron name and barcode.

Added a new transfer account "Bad Debt" under the Olin fee/fine owner. This transfer account will be used to move over fee/fines that can not be transferred to the bursar's office.
